Third-level college is planned at ex-EBS HQ

A THIRD-level college is one of the options being explored for the former EBS building in Dublin city centre.

A planning application was lodged with Dublin City Council for permission to change the use of the block from offices.

The application, which was lodged by Caseford, relates to 30 to 34 Westmoreland Street and 22 to 23 Fleet Street in Dublin 2. The EBS decided in 2002 to move from its historic headquarters to Burlington Road.

At the time, it put five of its properties on the market at a guide price of €28.5m.

Caseford's application states the development is to "be comprised of one of two options" for each floor of the building.

"Option A would consist of the continuation of use of office use on each floor. Option B would consist of the change of use of office use on each floor to educational use for the use of third-level college," it says.

The facade of the former Lafayette building at 32 Westmoreland St is listed as a protected structure.

Caseford lodged the application with the council on October 20 but it failed because of technical reasons.

However, a second bid for permission is now expected.

The new EBS headquarters on Burlington Road is an all-glass fronted five-storey complex.

The investors who bought the Westmoreland Street building in 2002 wanted to develop shops on the site.

However, those plans appear to have changed. One reason may have been the low number of people using the street.
