Brian Cowen is unfortunate to have inherited so much strife from his immediate predecessor thanks to the economic catastrophe.

Disappearing jobs and tax revenues, the bursting of the property bubble and the general economic woes all have their roots when Bertie was in charge.

But does another former Taoiseach share some of the blame for the recent embarrassment of those paintings (right) which caused such a fuss when placed in the National Gallery?

Charlie Haughey introduced the artists' tax exemption which meant anyone could wield a brush or pencil safe in the knowledge that should they happen to be able to make a living off it, the State wouldn't take a penny from them.

Of course, Haughey couldn't have foreseen what this zeal for artistic endeavours could lead to, but still...
