Purcell to move from Justice to HSE role

A FORMER secretary general of the scandal-hit Department of Justice has been appointed by the Government to a senior role in the Health Service Executive.

Brian Purcell has been moved to the position of head of compliance at the HSE. In July, Mr Purcell offered to be reassigned to other duties in the public service following the publication of an independent report into the Department of Justice.

The 22-page report, published by Justice Minister Frances Fitzgerald, identified a "deferential relationship" shown by the department towards gardai.

The review identified five key issues including a "closed, secretive and silo-driven culture" at the department.

It said there were significant leadership and management problems and ineffective management processes. The group met over 20 internal staff including Mr Purcell, whom it met three times.

Mr Purcell's now role will involve seeking to ensure that voluntary hospitals and agencies that receive HSE funding are in compliance with their service agreements. Health Minister Leo Varadkar suggested in July that Mr Purcell would continue to receive his previous salary of €180,000, for contractual reasons.
